Kurzbeschreibung: The international graduate program “Evidence-Based Economics” (EBE) is a joint undertaking of the Universities of Munich, Erlangen-Nuremberg and Regensburg. It is generously funded by the Elite Network of Bavaria.

Successful economic policy requires a solid understanding of the causal effects of policy interventions. Traditional empirical analysis, however, provides mainly correlational evidence that does not allow for a causal interpretation. In the past two decades, experimental economists and econometricians have developed new tools to identify causal effects. These tools include laboratory experiments, (quasi-)natural and field experiments, and sophisticated identification strategies in field studies.

The international graduate program Evidence-Based Economics aims to apply and further develop these methods in order to better understand the mechanisms that govern economic decision making and to properly evaluate the costs and benefits of policy interventions. Integrating theory, empirical methods, and policy analysis in both training and research of doctoral students is the main innovation of this graduate program. The program allows for substantive applications from different fields in economics while closely cooperating with firms, non-profit organizations, research institutions, and leading scholars worldwide, both in training and research supervision.

The aim of the graduate program is to provide doctoral students with the diverse methodological skills required to perform innovative, state-of-the art economics research within the EBE research agenda, and to apply these skills to important real-world problems. The ultimate goal is to train doctoral students so that they can work at the frontier of theory-guided, evidence-based economics.

Kurzbeschreibung: The recent financial turbulence and its macroeconomic repercussions have sparked a discussion about the social benefits of financial trading. At the policy level, the discussion centers around the question of how to contain excessive risk taking by banks in view of explicit safety nets and implicit state guarantees. While the significance of this question cannot be overestimated, there is a different concern, which might be of equal importance for long-term growth and economic welfare, viz., that the financial sector attracts too much talent, which could produce larger social benefits in different occupations. The purpose of the proposed project is to investigate theoretically under which circumstances the allocation of talent to finance is excessive. To do so, we develop a new model, based on the noisy rational expectations equilibrium (REE) model of Grossman and Stiglitz (1980), in which agents who specialize in finance promote informational efficiency, but at the cost that they do not contribute to the production of real output.

Projekttitel: Big Log Data Exploitation

Kurzbeschreibung: Das industriell gef?rderte Forschungsprojekt BiLoDEx (Big Log Data Exploitation) besch?ftigt sich mit innovativen Methoden und Technologien zur interaktiven Analyse und Visualisierung von Big Log Data. In Zusammenarbeit mit einem gro?en weltweit agierenden Unternehmen werden hierbei immense Mengen Log Daten gefiltert, gesammelt, konsolidiert gespeichert und diversen Analysen unterzogen. Unter Zuhilfenahme interaktiver Visualisierungen wird Nutzern ein intuitiver Zugang zu komplexen Analysen von Big Log Data zur Verfügung gestellt. Darüber hinaus verfolgt BiLoDEx das Ziel, je nach Analysebedarf und Nutzerpr?ferenz, sowohl historische als auch Echtzeitinformationen transparent in den Analyseprozess mit einzubeziehen. Als industriell gef?rdertes Forschungsprojekt berücksichtigt BiLoDEx aktuelle wissenschaftliche Problemstellungen sowie praktische Anforderungen im Zuge der Analyse und Visualisierung von Big Log Data.

Projekttitel: Openness and institutional change: the case of the Rule of Law

Kurzbeschreibung: In this interdisciplinary project, lawyers and economists study whether external liberalizations can impact the design of legal institutions. We concentrate on the Rule of Law (as conceptualized by economists), especially on contract stability and contract enforcement. We study adjustments of legal institutions in reaction to technology induced globalization processes using information on complex production processes that depend on enforceability of contracts and are potentially sensitive to offshoring tendencies.

Kurzbeschreibung: FOSEC - Sicherheit hochgradig vernetzter IT-Systeme ist ein Bayerischer Forschungsverbund. Er wird vom Bayerischen Staatsministerium für Wissenschaft, Forschung und Kunst seit September 2013 für vier Jahre mit knapp dreieinhalb Millionen Euro gef?rdert. Am Forschungsverbund beteiligt sind die Universit?t Regensburg (Sprecherhochschule), die TU München, die Universit?t Passau und die Friedrich-Alexander-Universit?t Erlangen-Nürnberg. Koordiniert wird der Forschungsverbund von Prof. Dr. Günther Pernul und Prof. Dr. Guido Schryen (beide Universit?t Regensburg).

FORSEC setzt sich die Erforschung der IT-Sicherheit für hochgradig vernetzte IT-Systeme zum Ziel und wird an einem übergeordneten zyklischen IT-Sicherheitsprozess ausgerichtet. Auf einem abstrakten Niveau l?sst sich der Prozess in die drei Phasen ?Vorbereitende Abwehrma?nahmen“, ?Abwehr von Angriffen“ sowie ?Beweissicherung und Nachbereitung“ strukturieren. Durch den generischen Charakter l?sst sich dieser Prozess auf viele Bereiche des Lebens und Arbeitens mit hochgradig vernetzten IT-Systemen anwenden. Darüber hinaus resultiert aus der Prozessperspektive ein globaler Rahmen, der insbesondere die Notwendigkeit und Motivation eines Forschungsverbunds verdeutlicht.

Projekttitel: Political imprisonment in the GDR and its consequences for labour market and health outcomes

Kurzbeschreibung: Barely any quantitative research has been devoted yet to the labor market and health consequences of incarceration for political offenses, which seems particularly unfortunate against the background of Europe’s history of state persecution in the 20th century. Drawing on the example of the former German Democratic Republic (GDR), the project studies how the experience of political imprisonment affected individuals’ subsequent career outcomes. We are particularly interested in exploring three distinct mechanisms through which political imprisonment might have affected subsequent career outcomes: (1) discrimination and stigmatization, (2) human capital devaluation and (3) health disadvantages. When looking at the long-run consequences, we further distinguish between pre- and post-unification outcomes. This seems particularly important because the relationship between political imprisonment and subsequent career and health outcomes may not only vary over an individual’s life-course, but is also likely to differ substantially across the different political and economic systems before and after German Unification.

Projekttitel: Decreasing Wage Mobility in the Low-Wage Sector - Increasing Genuine State Dependence or Composition Effects?

Kurzbeschreibung: In this project, we study the evolution of wage mobility in Eastern Germany before unification and during the transition from a centrally planned to a market economy. We plan to exploit German pension register data that recently have become available and provide full longitudinal information on the pension-relevant biographies of a 1%-sample of individuals aged 15 to 67 up to the year 2007. Against the background of a strongly regulated, compressed wage structure and restricted occupational choices, we hypothesize that the selection into low wage employment in the GDR is unlikely to be fully explained by productivity differences but might have been driven by additional factors such as political discrimination. To address this hypothesis, we look at whether longer employment interruptions may help explain the low-earnings status. When analyzing the degree of persistence of low-wage employment, particular emphasis will be given to the extent of “genuine” state dependence of GDR low-wage employment in the pre-unification period as well as during the transition from a centrally planned to a market economy.

Kurzbeschreibung: Whistle-Blowing is one of the major factors in detecting illegal activities in organizations. Recently, the legal protection of (employee) whistle-blowers has been extended substantially. Yet, our understanding of the effects of such protection is limited. By means of theoretical modeling and experimental investigations, this project studies the effects of legal protection of whistle-blowers on illegal activities, the number of claims, and the number of fraudulent claims (and how these quantities depend on the economic environment).
